Shelters in Europe: countries, facts and coverage compared
Civil protection infrastructure is distributed very unevenly across Europe. This article focuses on the countries for which robust, publicly documented figures for shelter places or population coverage are available: Switzerland, Finland, Sweden, Denmark, Ukraine, Norway, Poland and Germany. The figures are not fully comparable, but they show the scale and different models of civil protection infrastructure.

Coverage: how many people have a place?
The most useful comparison figure is the coverage rate: the share of the population for whom a shelter place exists in purely mathematical terms. Switzerland is the best-known example, with roughly nine million places and a stated principle of providing one place per resident. Finland and Sweden cover a smaller, but still substantial, part of their populations. Denmark and Norway also retain significant capacity, although the condition and intended use of individual facilities vary.
Finland reports around 50,000 shelters with approximately 4.8 million places for a population of about 5.6 million. Sweden reports around 65,000 shelters and approximately seven million places for just over ten million residents. Denmark’s mapping identified about 3.6 million places, while Norway reports roughly 2.5 million places. These numbers describe nominal capacity, not necessarily a fully equipped facility available at short notice.
Germany is at the opposite end of the comparison. Parliamentary figures identify 579 public shelters with about 478,000 places. Against a population of more than 83 million, that is below one percent, and some of the facilities are not immediately operational because ventilation, filtration and doors have not been maintained to the required level.

Switzerland: protection embedded in building law
Switzerland treats the shelter as part of the built environment rather than as an exceptional project. Civil protection legislation establishes the objective that a shelter place should be available for each resident near their place of residence. Depending on the size and type of a new building, the owner may have to construct shelter capacity or make a replacement contribution that supports public facilities.
Because this approach has been applied for decades, the stock has grown continuously and is subject to inspection. Standard requirements cover wall construction, gastight doors, overpressure valves and filtered ventilation. Shelters are commonly used as storage, hobby or basement space in normal times and can be prepared for their protective purpose when required. That dual use helps keep the rooms maintained and economically useful.
Finland: mandatory capacity and everyday dual use
Finland requires shelters in buildings above defined floor-area thresholds. The result is a dense network integrated into residential, commercial and public construction. Large rock shelters beneath Helsinki demonstrate the dual-use principle particularly clearly: in ordinary times they can function as sports facilities, car parks or event spaces and can be adapted for protection within a short period.
Technical requirements address overpressure, filtration, emergency exits, water and the continued usability of the room. The Finnish model shows that a protective structure is not defined by its concrete shell alone. Its effectiveness depends on maintainable equipment, clear responsibilities and regular checks over the entire service life.
Sweden: a large, centrally recorded stock
Sweden built most of its shelter stock between the 1940s and the 1990s. Many facilities are located in privately owned buildings, but they are recorded and overseen nationally. Owners may use them for other purposes in everyday life while remaining responsible for preserving their protective function. New construction obligations were largely suspended in the 2000s, but the existing network was not simply abandoned.
The Swedish experience is particularly useful in comparison with Germany. Both countries reduced new construction after the Cold War, but Sweden retained a public register, defined responsibilities and a path toward maintenance and reactivation. A historic stock only provides resilience when its location, condition and technical requirements remain known.
Denmark and Norway: capacity with important qualifications
Denmark’s nationwide mapping identified about 3.6 million places, or a little over half of the population. The count includes old concrete bunkers, protected rooms beneath buildings, parking structures, school basements and other multipurpose spaces. Not every listed room is immediately ready for use, so the headline capacity should not be confused with the number of fully equipped shelters.
Norway reports around 20,000 shelters with room for about 2.5 million people, less than half of its population. Many are located in schools, businesses and hotels and are privately managed. The figures underline a recurring European issue: the existence of a room, its technical condition and its response-time readiness are three different facts.
Poland and Ukraine: rebuilding under pressure
Poland is rebuilding its civil protection system and is developing new legal and administrative foundations. Current estimates of around three to four percent should not be confused with political target values for the coming years. The direction of travel is clear, but the target is not yet a delivered national capacity.
Ukraine presents a different measurement problem. The approximately 50 percent estimate combines purpose-built protective structures, adapted basements and improvised shelter. War conditions, damage, population movement and local definitions make the figure particularly difficult to compare with stable peacetime networks. It remains useful as an indication of the scale of protection infrastructure, not as a promise of equal access.
Germany: from dismantling to a new direction
After the Cold War, Germany largely treated public shelter infrastructure as no longer necessary. From 2007, the designated use of many public shelters was withdrawn; facilities were decommissioned, sold or converted into car parks and storage areas. The remaining stock now covers only a small fraction of the population and is often not immediately ready for operation.
The topic is being reassessed. Federal and state authorities are considering how existing basements, underground transport infrastructure, car parks and public buildings could contribute to future civil protection. Even if implementation accelerates, a noticeable improvement would require years of surveying, approval, investment and technical remediation.
For private owners, businesses and municipalities, the practical consequence is that there is currently no general entitlement to a public shelter place. Anyone seeking protection for a family, workforce or critical function must plan the relevant capacity independently, within general building law and with a clear technical brief.
What the comparison shows
Three patterns emerge. First, continuity in building law creates stock: where shelter capacity is part of normal planning, it can grow without a new political decision for every individual project. Second, dual use supports maintenance: spaces that have an everyday function are more likely to remain usable and accepted. Third, inspection matters as much as construction. A concrete room without functioning ventilation, filtration, doors and documented maintenance is not equivalent to a ready shelter.
For projects in Germany, this translates into a straightforward quality standard. Protection should be planned as a usable room, its technical systems must remain accessible for inspection and the construction record should document the parts that determine performance. Factory-produced reinforced concrete modules can support that process by allowing concrete quality, reinforcement and sealing details to be checked before delivery, while the site-specific design and approval remain essential.
How reliable are the figures?
Coverage rates are only partially comparable. Countries count different categories, from private household shelters and public facilities to rock caverns, multipurpose buildings and adapted basements. The level of protection also differs, from debris protection to facilities with NBC filtration and maintained overpressure systems.

They should be read as rounded orders of magnitude rather than a live statistical register. The condition of facilities and the definitions used by authorities can change over time.
